That's pretty much all that needs to be said about it.

The kids jumping rope with the electrical wire is properly freaky -- takes a while to process the wrongness. Shudder.
I'm not entirely clear on the history of the issue -- but the "anti-vandalism paint," is it? doesn't seem to be working...
